Located at the heart of the Western Sydney Aerotropolis, Bradfield City sits on the doorstep of the new Western Sydney International Airport. Early investment in digital telecommunications infrastructure in Bradfield is critical for servicing mixed use development, providing high quality digital services and creating a world-class public domain.

The Bradfield Development Authority’s (Authority) role is to catalyse the delivery of the new city. This includes master planning, coordination, and the delivery of early buildings and enabling infrastructure.

In June 2025, the Authority announced a commercial deal with digital infrastructure partner Superloop. Superloop and its partner OneWiFi are delivering digital infrastructure for Bradfield that is customer-centric, sustainable, flexible, future-proofed, high-quality and provides choice of services to future residents and businesses. This includes:

  • Constructing a telecommunications pit and pipe network within Bradfield in stages. The pit and pipe network will be used to carry fibre networks to provide Layer 2 Bitstream Services and other telecommunication services (including mobile and enterprise services) to premises within the city.
  • Procuring and installing a network of Multi-Function Poles (MFPs) on Bradfield’s streets. The MFPs will be used for a range of purposes including street-lighting, banner advertising, CCTV, environmental sensors, electric bike charging, static public signage and traffic lights, as well as passive infrastructure for the installation of telecommunication facilities by mobile network operators.
  • Constructing a Communications Centre to support a range of communications including as a fibre aggregation point for mobile network operators and the installation of telecommunication facilities to support the deployment of telecommunication networks within Bradfield.

 

Amalgamotion ‘s Role

Amalgamotion were engaged to manage the end to end procurement process, providing expert technical and commercial advice. This included:

  • Defining the RFP scope and key success factors
  • Technical writing of RFP requirements documents and schedules
  • Validation of requirements with external partners and legal team
  • Building the commercial model including scenario modelling
  • Producing inputs to Board Papers
  • Developing a negotiation plan
  • Negotiating the commercial outcome across multiple agreements on behalf of the Authority
  • Onboarding the successful proponent and establishing robust governance and contract management frameworks
  •  Successful handover to the Authority

 

How we approached the problem and what services were deployed

  • Positioned ourselves as an extension of BDA – managed interactions with internal and external stakeholders including Metro, civil construction teams, building architects, equipment manufacturers, lighting experts, procurement, probity, legal and executive teams.
  • Hybrid working model with 2 days a week on site in Penrith
  • Proposed an article in CommsDay to promote the RFP to industry
  • Strong proactive stakeholder management

 

Outcomes

  • Major Australian telecommunications company Superloop was contracted to deliver all aspects of the RFP, delivering digital infrastructure that will lay the foundation for a highly connected, future-ready precinct at Bradfield.
  • As a result, the new city will become a fully digital precinct enabled with high-capacity fibre, ultra-high speed connections, free public WiFi and next generation mobile coverage from day one, all of which will enhance accessibility and convenience for future residents, businesses and visitors.
